Why is LPG burned instead of collected?

According to Energy Press, as the country grapples with a budget deficit crisis, currency restrictions, and energy imbalances, the latest reports from South Pars show that billions of dollars of national wealth are lost annually due to management obstacles and the halting of private sector projects in the field of liquefied natural gas (LPG).
Field surveys and statements by economic activists indicate that part of the liquefied natural gas produced by South Pars is burned instead of entering the export cycle and generating wealth due to the lack of necessary infrastructure and the halting of development projects. According to estimates by the International Energy Agency (IEA), this is causing an annual loss of between $9 and $9.6 billion to the Iranian economy. Experts say that each phase of South Pars is capable of generating about half a billion dollars in foreign exchange revenue from LPG exports to the country, but ignoring this capacity will cause irreparable national damage.
Behind the scenes of project halts
In recent years, some private companies have begun investing heavily in infrastructure for the collection, processing, and export of liquefied natural gas (LNG) with specific plans. These plans could have prevented the loss of $1 billion in annual revenue, created thousands of direct and indirect jobs, and significantly reduced air pollution and lung diseases in the South Pars region.
However, investors say that despite the presentation of official documents, studies, and proposals, their projects have been halted by the board of directors and senior managers of the Pars Special Economic Zone for administrative reasons, such as lack of permits and economic accusations. This has raised serious doubts about the existence of organized obstacles or even personal and group motives in the path of export development and private sector activity.
