Turkmenistan's gas swap to the Republic of Azerbaijan was proposed as a solution to compensate for the gas imbalance in the northeast of the country. In practice, Iran's share of the swap fee (transfer fee) from this transit is equivalent to 0.15% of Iran's total gas consumption per year.

According to Energy Press, Turkmenistan and the Republic of Azerbaijan signed a gas swap agreement in 2021, and since Iran’s gas network was connected to both countries, Iran was considered the best route for transit. Therefore, the two countries entered into negotiations with Iran, and finally, in December 2021, on the sidelines of the 15th Economic Cooperation Organization (ECO) summit, a gas swap agreement was signed from Turkmenistan to the Republic of Azerbaijan via Iran.
According to this contract, Turkmenistan and the Republic of Azerbaijan agreed to swap 1.5 to 2 billion cubic meters of gas from Turkmenistan to the Republic of Azerbaijan via Iran every year, and in return, Iran would take 20% of the gas as a swap fee.
Although the gas swap was supposed to start in 2021, the international management statistics of Iran National Gas Company show that the swap was zero in 2021, and in practice, Iran did not receive gas as a swap fee during this contract in that year.
In 2022, a total of 1.5 billion cubic meters of gas was swapped through Iran, of which the country’s share was 300 million cubic meters, equivalent to 20%. The smallness of this number stands out when Iran has consumed a total of 241 billion cubic meters of gas in different sectors in 2022.
A simple calculation shows that the share of Iran’s swap in gas transit is only 0.12% of the country’s total gas consumption, and the important thing is that Turkmenistan has a large volume of swaps in the hot months of the year and when there was not much need for imported gas in the country. , delivered and like the same Iran gas import contract, in the cold of winter and under the pretext of lack of gas inside his country, he cut off the gas flow.
