What are the statistics on the delivery of liquid fuel to power plants?

According to Energy Press, in previous years, the common practice was for the Ministry of Oil to fill the liquid fuel tanks of power plants with diesel and mazut due to increased gas consumption in winter.
In 1403, however, the tanks were handed over to the new government half-empty, so that the reduction in power plant reserves would cause autumn blackouts.

Official statistics say that in the first 5 months of 1403, 24 million liters of diesel were transferred to power plants daily, compared to 19 million liters in 1402 and 28 million liters in 1401. These numbers clearly show that a major omission occurred in the 13th government and, in fact, a major minefield was laid.
Nevertheless, in order to overcome such difficult conditions, the 14th government increased the process and rate of diesel delivery by increasing diesel by 15 million liters per day.
