The wrong statistics of the oil minister and the weak diplomacy of the Iranian government in the field of energy

The contract of this refinery with Sepco China was final and was signed and sent by this company to finance it. This was while it was designed for the first time in Iran based on the maximum production of 2.3% of fuel oil instead of 28% of the existing 8 refineries and with a total investment of 2.3 billion dollars, it was agreed with the Chinese company. The annual profit of the refinery alone is more than one billion dollars. It was confirmed by the parties that the non-implementation of this project has resulted in more than 2 billion dollars in losses. However, the:
1- An agreement was signed with the Iraqi Ministry of Oil to export at least 30,000 barrels per day of its products in exchange for oil imports.
2- With the implementation of this oil refinery in Kermanshah, most of the problem of unemployment of specialists in the 3 western provinces of the country has been solved and there was no need to send petroleum products from the southern border provinces to these 3 western provinces of the country.
3- This refinery would provide part of the need and lack of raw materials of petrochemicals working in the region and increase their profitability.
4- With the completion and start-up of this oil refinery, the required reforms in the process units of existing domestic refineries by Iranian expert contractors could be solved and implemented in a short period of time and their profitability would be much higher.
5- By implementing the same design of this refinery in other parts of the country with a much lower capital cost and in a shorter time, instead of exporting oil at a discount, the export of the product would be more profitable. Unfortunately, as briefly mentioned, energy diplomacy has not been observed in this important and essential region of the country, and huge losses of billions of dollars have been incurred by the country, and unfortunately, no management or group is continuing the above work.
This requires the formation of a management group with history and experience in energy control, or the formation of the Ministry of Energy, which has not yet been implemented. In other cases, such as South Pars, there is also a situation, God willing, in the next correspondence, non-compliance with energy diplomacy regarding this sensitive and large project and the large damages caused due to neglecting it will be reported.
