Signing of the Memorandum of Understanding for the Largest Smart Oil Industry Project
The joint memorandum of understanding for the project "Real-time monitoring and intelligent management of the country's petroleum products supply chain" was signed yesterday (Sunday, February 14), coinciding with the 46th anniversary of the victory of the Islamic Revolution and the Shabaniyah holidays.

According to Energy Press, the information portal of the National Iranian Refining and Distribution Company, this project, which the CEO of the National Iranian Refining and Distribution Company called the largest project to smarten up the oil industry, has been entrusted to the National Iranian Oil Engineering and Construction Company with a capital of $390 million, and according to Meshkin Fam, CEO of the National Iranian Oil Engineering and Construction Company, it will be converted into a contract by the end of the year.
Following the worsening energy imbalance in the country, expert reports and statistics announced by relevant institutions, as well as unofficial reports, revealed a worrying picture of the volume of fuel smuggling in the country, up to 20 million liters per day, indicating that astronomical profits from this type of illegal trade were flowing into the pockets of smugglers and posed a major threat to the country’s economy, as well as imposing erosive and insatiable conditions on the country’s energy production industrial network, especially the uninterrupted production of products in the country.
Following the announcement of these statistics by the relevant institutions, President Masoud Peshkeskian recently warned about the daily loss of 20 million liters of petroleum products in the country and expressed regret over this reprehensible phenomenon. According to the Seventh Development Plan law, monitoring and surveillance of all petroleum exchanges in the form of a metering plan was placed as the most important plan to prevent supply outside the fuel network of the 14th government, and in this regard, integrated monitoring of the production, transportation and distribution process of petroleum products was considered the most important requirement of the oil industry.
Although the National Iranian Petroleum Refining and Distribution Company had been using monitoring systems and network monitoring equipment in the production, transmission, and distribution chain of products for years, following the President’s order to implement smart projects and assigned legal tasks, it quickly began its review of the current situation and took the first step to implement the largest smart project for the country’s fuel product supply and distribution network in order to modernize and improve the existing networks. After three months of reviews, a memorandum of understanding was signed between the National Iranian Petroleum Engineering and Construction Company as the project executor and the oil design and construction companies, MAPNA, and Irancell.
