Refinery development accelerates under 14th government; 2.8 billion euro project on track for operation

According to Energy Press, since the beginning of the 14th government, despite funding constraints, the National Iranian Oil Refining and Distribution Company has put on the agenda a series of strategic projects in the field of developing, upgrading and improving the quality of refineries, as well as expanding refinery infrastructure and the oil product transmission network. Their implementation, in addition to increasing the country’s refining capacity and reducing product imbalances, plays an important role in improving fuel quality, promoting transparency and ensuring national energy security.
Increasing the country’s refining capacity by 550,000 barrels by the end of the 14th government
In the field of refining capacity development, the National Iranian Oil Refining and Distribution Company (NIOR) monitored and prioritized 27 refinery and petrorefinery development projects with feedstock licenses, and ultimately 7 projects, including Adish South, Mehr Khalij Fars, Makran Bakhtar, Pishgaman Siraf, Ghadir Hormozgan, Javid Energy Parto, and Pars Behin Qeshm, were prioritized for completion with an investment of 3.1 billion euros. The operation of these projects will increase the country’s daily refining capacity by 550,000 barrels.
In the field of upgrading and improving the quality of products in existing refineries, 7 priority projects will be put into operation in five refineries in the country by the end of the 14th government, with the total remaining investment for the implementation of these projects estimated at around 4.2 billion euros.
In addition, the installation and upgrading of metering systems in refineries, oil depots and docks is being implemented as one of the key programs of the National Refining and Distribution Company. In this regard, five projects have been launched so far, including four projects in the Mahshahr export port and one project in the Shazand refinery with an investment of $10 million, and similar operations are being carried out in 7 other locations by the Pipelines and Telecommunications Company. The remaining locations are in the design and licensing stages in the form of 4 projects with 18 work packages.
