Malik Shariati, in an interview with “Energy Press” regarding the “free bitumen” supply plan, stated: “bitumen” supply is necessary for the construction projects of the country, and many representatives in their constituencies are asked by the people why the constituency projects It is not implemented.
He continued: “Unfortunately, the Ministry of Oil and the program organization have not fulfilled their duty to cover the costs of bitumen allocation in different years until now, and since they have not acted and do not allocate the amounts, the members of parliament are going in this direction to make the Ministry of Oil responsible.” to deliver this bitumen in cash, remittance or free of charge.
Malik Shariati, the representative of the people of Tehran in the Islamic Council, stated in relation to the reasons for opposing this plan: Among our reasons for opposing is that the supply of bitumen is necessary, but it must be in the form of Rials and the amount must be provided, and like any other project in The country should be allocated credit and the owner of the project should provide bitumen and implement his project.
He added: Therefore, we are against the implementation method, and otherwise, the principle of bitumen supply is correct. Because in the clearing and remittance plan, when the “bitumen” is delivered, corruption occurs in the chain, that is, from the place of the refinery to meeting the needs and turning it into asphalt and implementing the project.

A member of the Energy Commission of the Islamic Parliament, referring to the reasons for the poor quality of some of the asphalt on the streets and roads, said: Among the corruptions that occur is that some of the bitumen is taken out of the chain and smuggled, and some of it is mixed with other additives and is of poor quality. and the reason why sometimes our asphalts are of poor quality is due to mixing bitumen with additives.
He continued: The sum of the statistics we have on the production, export and domestic consumption of bitumen is not consistent with each other and it is the duty of the government to provide credit so that the bitumen is delivered to the projects, but since the government is not doing it, so “bitumen clearing” is pursued.
Malik Shariati, referring to the determination of the assignment of the “bitumen” supply plan, said: 7 years have passed now and the government has not fulfilled its assignment in the 1402 budget. Therefore, I myself put Article 234 on this project to be investigated and referred to the judiciary to deal with the government; Because the government’s failure to implement the law and allocate credit causes the representatives to go to the tarmac.
He pointed out: Now, the issue has just been registered and after correction in the commission, it will be reviewed in public and then it will be referred to the judiciary and maybe it will be reviewed after the 7th development plan.
