This energy expert clarified: The issue is that if we use this method to bypass the embargo, it is pointless because even if we want to, we cannot transfer oil to Venezuela even for refining, and the refinery will remain unused because the embargo makes it difficult. Before the revolution, we had a refinery in South Africa, but due to the sanctions imposed by the United Nations and the Security Council against the apartheid regime at that time, Iran was not able to transfer oil to that country and was practically forced to hand over the refinery, so we can only sanction by building a refinery. It is futile to bypass it.
