Now, the severe gasoline shortage on the one hand and the government’s budget deficit on the other hand have once again raised the possibility of an increase in gasoline prices. But what could be the government’s last efforts to resolve the discontent without triggering another wave of discontent?
Seyyed Kazem Azizi, Vice President of Industries and Energy of the country’s transportation and fuel management headquarters, in an interview with Ekungar, explains the government’s plans for gasoline in 1403 and provides more details on the issue of gasoline rationing.
He emphasized: if all programs are implemented in the form of a package and accurately; Including the issue of fuel card quota management and allocation according to the actual amount of consumption, no car will benefit from the fuel quota more than it needs, and this leads to not witnessing any consumption deviation. The government’s focus is to be able to deliver fuel to the real target community of consumers, and this is an obstacle to surplus allocation.
Considering the current disagreement on the gasoline issue and Mr. Oji’s recent statements, please tell me what are the government’s plans for this issue this year?
One of the events that we encountered recently, especially after the corona outbreak subsided, is the issue of increasing gasoline consumption in the country, which has caused us to increase consumption by about 40% in three years and become dissatisfied. Of course, this issue was predictable because the parliament had specified a strategy in the law on the development of public transportation and management of fuel consumption, and that was that the per capita consumption of gasoline in the country should be 0.7 liters per person per day, and to achieve this, a package containing It considered diverse and extensive tasks, and with its implementation, this index was realized during the early years of this law, but after a while, the process of strict implementation of this law slowed down and the per capita consumption increased again, and today we are at the peak of that per capita, to So that the daily consumption has reached 1.4 liters per person.
Therefore, the government should naturally have a special plan and pay special attention to the issue of controlling the country’s fuel consumption. Therefore, the government has received laws from the parliament and is planning for this issue. For example, one of the laws that was proposed recently and approved by the Islamic Council is Clause 3 of Note 4 of the Budget Law, in which the Ministry of Petroleum is obliged to make a decision so that at least 95% of gasoline and diesel vehicles use only their own fuel cards. . This clause is aimed at improving the distribution system of petroleum products and preventing fuel smuggling in order to control fuel consumption. Now the Ministry of Oil is preparing the implementation of this law.
Another measure that has been addressed in recent years with the view of ensuring the country’s energy security and controlling gasoline consumption is the issue of diversifying the fuel portfolio of the country’s transportation sector, and now it is necessary to emphasize it more. It is a fuel basket.
The entry of CNG into the country’s fuel basket during the last two decades has played a significant role in preventing the import of gasoline into the country, and now about 15% of the country’s fuel basket is allocated to this fuel, although in the past years, 25% of our basket is allocated to this fuel. It has been CNG. Stopping the growing trend of consumption of this fuel, despite its high capacity in the country, along with the increasing trend of gasoline consumption, has fueled discontent, so the government’s special support for this industry this year will be effective in controlling gasoline consumption.
In this regard, the gradual entry of electric vehicles into the country’s transportation fleet is also one of the important issues pursued by the Ministry of Security since last year, and this approach will definitely be strengthened this year.
The issue of electric cars has been raised for a long time, but many experts believe that the number of cars that the government can import and more importantly, the very high price that reaches the people in the country, will create a situation where the electric car will never be able to compete with other items in the fuel basket. Finally, it does not affect dissatisfaction. What is your answer?
This is the first time that electric cars are introduced to the country’s transportation cycle with special government support. Until now, we did not have this level of support. One of the tasks included in the Law on the Development of Public Transportation and Fuel Consumption Management, which I mentioned, was the support of electric vehicles, which definitely requires special measures to achieve this goal. If it happens, the first goal is to form this fleet in the transportation cycle of the country, which I think will be achieved, and the rest of the government’s effort is to allocate a significant portion of the basket to electric vehicles.
