Seventh Development Plan: Accelerating the development of joint fields with domestic and foreign participation

According to Energy, Habibollah Zafarian, an energy expert, said about the development of joint fields: The development of these fields has always been emphasized in the country’s general policies, and in the Seventh Development Plan, one of the clauses specifically states that increasing production from joint fields is one of the country’s serious policies. He continued: Facilitating the process of concluding contracts to attract domestic and foreign investors is one of the issues of concern, and fortunately, in the Seventh Development Plan, several provisions have been foreseen with the approach of facilitating and encouraging investment. In clause “A” of Article 44 of this plan, two issues are emphasized and the government has been allowed to accelerate the process of developing joint fields through this path. Zafarian added: One of these tools is the conclusion of a production participation contract; a contract that can be used especially in joint fields and thus provide the basis for attracting domestic and foreign investors. Another issue is the joint development of fields in the form of joint exploitation between the two countries, which allows the field to be developed in an integrated manner and the benefits derived from it to be shared fairly and maximally between the two beneficiary countries.
