The 13th government, with its plethora of oil promises and grandiose contracts, left behind a record full of failures and broken promises. From the $40 billion memorandum of understanding with Russia's Gazprom to the €9 billion Shahid Soleimani refinery project, none of them were completed.

According to an exclusive report by Energy Press, the 13th government, by signing a multitude of memorandums of understanding and oil contracts, not only did it not solve any of the problems of this industry, but it also left a legacy of empty promises and showy actions to achieve results.
These contracts, which were signed with great fanfare during the previous government, have now burst like empty balloons, revealing their emptiness.

Investigations by Energy Press show that the 13th government holds the record for signing unsuccessful oil contracts.
Among the most important of these contracts was the $40 billion memorandum of understanding with Russia’s Gazprom, which aimed to develop the Kish and North Pars gas fields and 6 other oil fields, increase pressure in South Pars, complete LNG projects, build gas export pipelines and swap gas and oil products, all of which turned into empty promises.
Also, the construction of the Shahid Soleimani refinery was an empty promise worth 9 billion euros, which the previous government, with much fanfare and claiming to build it within two years, not only did not fulfill its promise, but also left a legacy of inefficiency.
One of the most important reasons for building this refinery was to supply fuel and gasoline and even prevent gasoline imports, which has now become nothing more than a mirage.
Promises without action for increasing pressure in South Pars
Also, increasing pressure in South Pars, the most vital project for supplying the country with energy, turned into an empty promise in the previous government. Officials spoke with empty rhetoric about ongoing programs, even signing a $20 billion contract with domestic companies. But in the end, the plan remained at the level of studies and no serious action was taken.
